bendtherules 8446ef78fc Make gui executable and plugin func to call it on start 
New requirement added:
	psutil - to check if pid is running on unix + windows

plugin still doesnt start gui on start, test the func first

Things done:

1. Plugin part complete, needs tests
2. Installable with setup.py
3. Requirements.txt

TBD:

1. Make the gui part
2. Restructure directories into plugin and gui
3. Add plugin tests
4. In setup.py, add pytest hook
